At its meeting on October 20, 2017, the Council of Ministers of the Republic of Bulgaria adopted with decision No. 633 the working definition and appointed a national coordinator for combating anti-Semitism.
Although the International Holocaust Remembrance Alliance working definition of anti-Semitism is not legally binding, it serves as an important tool in combating anti-Semitism. The implementation of the working definition supports institutions in the identification and prosecution of anti-Semitic acts, as well as efforts in the field of education. At the same time, Bulgaria follows a consistent policy of public condemnation of the manifestations of anti-Semitism, identified on the basis of the working definition of the IHRA and the 11 examples of modern anti-Semitism specified therein.
In February 2021, nine leading Bulgarian universities adopted the working definition, committing to apply it in their daily activities. The intention of the Bulgarian government is to continue the process of extending the application of the working definition.
The electronic system for combating anti-Semitism “Report anti-Semitism” was created under the project “Youth for Tolerance: Methods and Good Practices in Combating Anti-Semitism and Hate Speech” by CJBC “Alef” and the National Research Council, Institute of Educational Technology from Italy. It is supported by the European Practitioners Network Against Anti-Semitism (EPNA) and funded by the German Federal Foreign Office.
